    How does PRC work?

    Patients must qualify for the Purchased & Referred Care (PRC) program and obtain a referral from their healthcare provider. PRC covers expenses for private healthcare providers when care is not directly accessible at the Flandreau Santee Sioux Tribal Health Center or in emergency situations.

    Eligibility for PRC:

    You must qualify for Indian Health Services (IHS) and reside in Moody County, South Dakota. Additionally, if you are a full-time student, traveling, or temporarily employed outside your Purchased/Referred Care Delivery Area/PRCDA, you can still access PRC services at your permanent address. If you are currently receiving PRC-authorized services and leave your PRCDA for any reason, you remain eligible for PRC for up to 180 days. 

     

    Using PRC:

    For non-emergency services, your Tribal Health Center (IHS) provider must issue a referral to see another doctor or obtain medical services. This referral is necessary for your health plan to cover costs from non-IHS providers, as PRC will not cover care without it. The care must be “medically necessary” and approved by the PRC committee in advance due to funding limitations. Refer to the Authorization for Purchased Referred Care chapter in the IHS Indian Health Manual for more details on PRC payment determinations. 

     If you obtain emergency care at a non-IHS facility or at an IHS facility outside your PRCDA, be sure to inform PRC within 72 hours to qualify for cost coverage, pending their approval of medical necessity. If you are 65 years or older or have a disability, you have 30 days to notify PRC.

    The Role of a Community Health Representative
    Community Health Representatives (CHR's) play a large role in care continuity by assuring that patients are getting to their appointments for chronic disease management. The program is busy transporting patients to and from our clinic, and through referrals from our providers to outside health facilities. CHR’s deliver medications and advocate for our patients in the Flandreau Santee Sioux Tribal community and Moody County area, and upon request, can also provide patient transports to food drives or pantries in the area and perform at-home blood pressure and glucose level health checks.

    CHR Transportation Policy:

    • Patient must be a resident of Moody County and eligible for PRC services.

    • Out of town transportation needs to be scheduled 24 hours in advance, call (605) 573-4125 to arrange.

    • CHR's need at least 2 hrs notice for in-town transportation.

    • Patient is responsible for notifying the Health Center of all cancelled/rescheduled appointments before transport.

    • Transports outside of normal business hours are at the discretion of the staff and CHR Director.

    • Transports are provided only to and from medical facility they were referred to.

    • Patient may also call the Health Center (605) 997-2642 if they have any other questions.
